What this error means

Meta runs periodic experiments where a small percentage of users (~1%) are excluded from receiving business-initiated marketing messages. This is done to measure the impact of marketing messages on user engagement. When a recipient is part of this experiment, your marketing messages will be blocked unless there is already an open customer service window or the user messages you first.

Common causes

• •The recipient was randomly selected for Meta's Marketing Message Experiment.
• •No open customer service window (the user has not messaged you in the last 24 hours).
• •No existing open marketing conversation or free-entry point conversation.

How to fix

1. Encourage the user to message you first (e.g. via a Click-to-WhatsApp ad or QR code) to open a conversation window.
2. Once the user messages you, reply within the 24-hour window.
3. Use alternative channels (SMS, email, push notification) to reach this specific user.
4. Do not retry the same marketing message — it will fail with the same error.
