Common causes

  • The recipient has received too many marketing messages from various businesses in a short period.
  • Low engagement rate with your previous marketing messages (the user rarely opens or replies).
  • Your message template has a low quality rating.
  • Sender reputation is low due to high complaint or block rates.

How to fix

  1. Wait at least 24 hours before retrying the same marketing message.
  2. Switch to utility templates (transactional, order updates) which are not subject to this limit.
  3. Space out your marketing messages — avoid sending bulk campaigns too frequently.
  4. Improve template quality: shorter, more relevant, personalized content.
  5. Monitor template quality ratings in WhatsApp Manager and replace low-quality templates.

When this cannot be fixed

If the recipient consistently receives high volumes of marketing messages from many businesses, your message may keep getting throttled. Consider reaching this user through other channels.
