What this error means

The user has explicitly opted out of marketing messages from your business on WhatsApp. This is a user preference that Meta enforces. You can still send non-marketing messages (utility and authentication templates).

Common causes

  • The user manually opted out of marketing messages from your business.
  • The user reported your marketing messages as spam.

How to fix

  1. Remove or suppress this contact from all marketing campaigns.
  2. Do not retry marketing messages to this recipient.
  3. You can still send utility templates (e.g. order confirmations, shipping updates).
  4. You can still send authentication templates (e.g. OTP codes).
  5. Subscribe to the user_preferences webhook to detect opt-out and opt-in changes automatically.

When this cannot be fixed

Marketing messages will remain blocked until the user explicitly opts back in. Respect the user's preference — continued attempts may further damage your sender reputation.
